The Centre for Healthcare Modelling and Informatics (CHMI) at the University of Portsmouth has received a Business+ grant funded by the South East England Development Agency (SEEDA) for a project to develop a world-leading home healthcare product. The product has the potential to revolutionise the way that people are looked after in their homes.

This project will fund a mini Knowledge Transfer Partnership (KTP) with an innovative company called PassivSystems Ltd, based in Newbury, Berkshire.
The Business+ KTP Scheme allows recently qualified graduates to work in companies managing challenging projects central to their development needs. http://www.seeda.co.uk/businessplus/.

This has created an exciting opportunity for a computing (or similar) graduate with an interest in the application of data collection and presentation. This is a 40-week development programme that could lead to further employment at PassivSystems.

The role of the graduate
Funding is available for 40 weeks for a graduate with a good first degree and knowledge of software design and development. The successful candidate will be based at the company in Newbury but will work closely with CHMI in Portsmouth. The project aim is to review and prototype the uses to which home sensor data can be put, and in particular, how it can be presented to its users.

Additional technical capability is needed to contribute to the support and development of the University's corporate information systems. This will include making a technical contribution to projects within the University's five-year information systems and processes development programme with particular reference to development using Oracle technology. The ability to exploit the functionality of current and new systems to provide solutions to meet the business needs of the LJMU user community will be a key requirement of this role.

You will need to have good communication skills, the ability to understand and articulate user requirements. Under HSE’s current pay arrangements, subject to an effective level of performance, staff progress annually towards the maximum of their pay scale. Salary will be dependent on experience.

Background

CRD’s Registration Branch (based in York) is responsible for the project management of pesticide applications for new active substances and existing active substance reviews through the UK Committee procedure and European Regulatory process. The Branch is also responsible for product applications submitted under the Control of Pesticides Regulations (COPR) 1986 and Plant Protection Products Regulations (PPPR) 2005. This work includes any new product approvals or changes to existing product approvals, experimental approvals for products or uses under development, official ‘Listing’ of adjuvants and specific off label approvals. There is liaison with colleagues from other Branches in CRD, technical and registration personnel from industry, representatives from other Government Departments and other EU member states. A full programme of training is available. If, and when the post holder is able to demonstrate the competencies necessary to work independently on scientific evaluations, promotion to Band 4 may be considered.

About the role

You will be responsible for project managing multiple applications for the approval of new or existing pesticide products. This will involve commissioning specialist evaluations from CRD’s Human Health and Environment Branches who are responsible for evaluating data relating to mammalian toxicology; operator exposure; formulation chemistry; residues; ecotoxicology; environmental fate and behaviour and efficacy. You will have responsibility for bringing together specialist inputs, producing assessment reports and approvals documentation to deadline.

Key responsibilities

To project manage the evaluation of applications for approval and prepare the approval documentation.
To provide regulatory advice and guidance to policy colleagues, applicants, stakeholders and the public.
To assist in the preparation of national and international guidance documents.

The duties include:

1. Overseeing the financial management and accounting of Procurement Services trust funds in Supply Division and ensuring compliance with all financial requirements of Procurement Services agreements, including non-standard contracts and agreements.

2. Reviewing and approving all financial statements and reports to internal and external stakeholders and partners. Confirming correct and timely recording of all financial transactions relating to Supply Division’s operations.

3. Developing regular management information reports and providing technical advice to Senior Management in all aspects of the financial management and accounting of Procurement Services trust funds in Supply Division.

4. Developing and monitoring performance indicators of Procurement Services work processes to identify weaknesses and recommend improvements.

5. Developing and managing proactive risk control measures for the financial management of Procurement Services trust funds. Drafting responses to internal and external auditors for Procurement Services financial subjects and ensuring corrective actions are implemented.

6. Supervising the Procurement Services Accounting Unit including establishing work plans and setting priorities, monitoring performance, providing timely guidance and encouraging continuous development of skills and competencies to support to staff.

Qualifications and Competencies:

Advanced University degree in Business Administration with concentration in accounting or equivalent professional qualification.
Minimum 8 (eight) years of relevant and progressive work experience at the national and international levels especially in the areas of financial management, budget preparation, accounting and/or audit.
Extensive work experience in a computerized accounting environment.
Proven ability to conceptualise, innovate, plan, and execute ideas as well as transfer of knowledge and skills.
Proven problem solver with ability to resolve complex situations where no established rules and regulations apply.
Ability to express clearly and concisely ideas and concepts in written and oral form.
Possesses strong analytical mind and thorough attention to details.
Well-organised, proven skills in supervision of human resources and ability to establish harmonious working relations in an international and multi -cultural environment.
Good customer service skills, interpersonal skills, and communication skills.
Computer skills, including internet navigation, and various office applications. e.g. Microsoft Office and SAP.
Fluency in English and proficiency in another UN working language desirable.

The contract duration is for one year and contract renewals will be subject to availability of funding.

The UN-WATER DECADE PROGRAMME ON CAPACITY DEVELOPMENT (UNW-DPC):
The UN-Water Decade Programme Office has been founded to strengthen the activities of the more than two dozen UN organizations and programmes already co-operating within the inter-agency mechanism known as UN-Water, and to add value and facilitate the activities of the UN-Water members and support them in their efforts to achieve the millennium goals related to water. This is not just a matter of capacity development related to water, but also of education, training and institutional development.

In keeping with this aim, UNW-DPC’s Mission Statement ‘is to enhance the coherence, credibility and integrated effectiveness of UN-Water by strengthening its capacity development programmes, particularly in developing countries and economies in transition. TERMS OF REFERENCE

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

PhD in hydrology; water resources engineering; systems engineering; irrigation engineering; ecology; aquatic ecology and/or limnology; geophysics; geography; information technology; statistics and statistical evaluation; or other related studies a prerequisite;
Complementary studies or background related to disciplines such as socio-economics; education/train-the-trainer/coaching and e-learning; management; journalism; international law and relations; sanitation;
Minimum of seven years of relevant experience, in particular with regard to the technological design, implementation, and management of water projects and resources providing systemic solutions especially with regard to capacity development; analysis/assessment, trouble-shooting, and counselling; preparation and evaluation of statistics; performance monitoring and appraisal; training, in particular of trainers; knowledge engineering, in particular with regard to the elicitation, representation, management, and modelling of stakeholders’ knowledge to enhance their understanding, sharing, and communication of the same; managing and motivating multi-stakeholder groups and multicultural teams, including bottom-up approaches;
Excellent command of English a prerequisite;
Good oral and written fluency in other UN languages;
Oral and written command of the German language is an asset;

WORK ASSIGNMENT:
Under the authority of the Director of UNW-DPC, the selected appointee shall be entrusted with the technical design and implementation of tasks pertaining to UNW-DPC’s following four main fields of activity:

Improving the strategic and operational coherence of capacity development worldwide by creating a so called ‘Capacity Development Observatory’: a coordinating platform aimed at assessing concepts, policies and stakeholder groups; forecasting trends; advise policy and decision makers as well as water stakeholders; collect and compare existing water-related programmes, and document best practice cases through compilation and systematization. Manage the capacity development dimension of water projects; monitor and evaluate their performance; prepare periodic progress reports; quantitative and qualitative reporting comparing outcomes against objectives.
Strengthen technical and policy guidance for capacity development, and contribute to the ‘professionalization’ of water governance and management, especially with regard to providing procedural and implementation guidelines on IWRM (Integrated Water Resources Management) to improve the water governance quality principally in developing countries; the creation of innovative capacity development methodologies such as train-the-trainer programmes, e-learning, devising teaching materials; establishing and maintaining rapport to potential learners and alumni groups.
Collaborate with other common UN Water Programmes and UN Water members on issues related to capacity development, including the preparation of reports and dissemination and awareness-raising activities.
Promote capacity development as well as resource mobilization, including the organization of pertinent events and public relations. These activities comprise relating with the media, overseeing the website, et al.

GENERAL CONDITIONS:
The successful candidate will be based at UNW-DPC in Bonn on a full-time basis. The post shall be governed by the terms and conditions of the Personnel Service Agreement (PSA) category. This PSA shall be raised for an initial period of two years with the possibility of renewal. The post’s remuneration will be commensurate with the selected candidate’s qualifications and relevant experience.
